North Shore Baseball Association is proud to present the 1st annual Jay Piggot Invitational Tournament (11U A and 11U AA) – July 4 – 7, 2019 at Eldon and Sowden Parks. This will be a competitive tournament for the first year 11U (Mosquito) players. We look forward to hosting teams from across BC on the wonderful North Shore at this competitive, family-friendly event. All proceeds will be donated to North Shore Rescue in memory of Jay Piggot, a well-loved baseball coach and active North Shore community member who lost his battle with cancer in 2017.

Pitch Count Form

These are the general rules applicable to the Jay Piggot Invitational Tournament. All BC (Minor) Baseball rules also apply.

  1. GENERAL RULES
    1. All players bat.
    2. Fair play rule: No player may sit two defensive innings in a row. With the exception of the pitcher, upon re-entering the game defensively a player MUST play 1 full defensive inning comprised of 3 outs or the opposing team scoring the run maximum.
    3. Run limits: 4 runs per inning, except the final inning is an open inning if declared (see paragraph (e) below).
    4. Mercy rule: A 10 run mercy rule after is in effect after 5 or more innings (4 ½ innings if home team is leading).
    5. Open inning: In round robin and consolation games, after any complete inning if the game is within 20 minutes of the time limit (see Rule 2 below) the umpires will declare the next inning to be an open inning. If the open inning finishes before the time limit expires, then an additional open inning shall be played. However, there is no guarantee of an open inning; if no open inning was declared and the time limit has expired, the game is over. In semi-final and final games, the 6th inning shall be the open inning.
    6. If player cannot play defensively, he/she must be removed from the game and not permitted to bat.
    7. Tie games will stand in round robin play (1 point for a tie) but not in semi-finals or finals.
    8. The home team will not bat if they are leading in the last inning.
    9. Home team: In semi-final games, the home team is the team with the higher standing after round robin play. In final games, the home team is determined by a coin toss.
    10. Wild pitch rule: If a pitcher hits 2 batters in an inning or 3 batters in one game, the pitcher will be removed from pitching unless the umpire determines that the batter could have avoided being hit through a reasonable effort.
    11. The slide or avoid rule is in effect.
    12. Umpires: The home plate umpire is the ultimate authority during the game and will be treated with due respect and courtesy. BC Minor Rule 13.11.2 is in effect and governs all interactions with umpires. No coach shall attempt to change any Umpire’s decision that involves judgment. Failure to abide by these rules may result in forfeit of game.
  1. INCLEMENT WEATHER & TIME LIMITS
    1. Teams are to show up for their scheduled time in the event of rain unless notified of a change.
    2. Games that are not important to the final standings may be cancelled if necessary at the discretion of the tournament officials.
    3. No new innings will be started after 2 hours of play in round robin and consolation games. Coaches and umpires must note the start time of the game. If the start time is not noted, the scheduled start time will be treated as the start time.
    4. Semi-finals and finals will have no time limit.
    5. The tournament director retains the right to reduce the time limit if necessary, but this would be declared before the start of the game.
  1. TIE BREAKING RULES

The following rules shall apply to determine placing and advancement to semi-finals if teams are tied in points after round robin play:

    1. Head to head (not valid if 3 or more teams tied such as A beats B, B beats C, C beats A) – For example, if team A and team B both have the same amount of points but team A defeated team B in round robin play then team A will advance to the semi-finals ahead of team B.
    2. Ratio of number of runs allowed per defensive inning (lowest ratio advances) – For example, if team A had 32 runs against in 21 innings: 32/21 = 1.524 runs per inning, team B had 30 runs against in 20 innings: 30/20 = 1.5 runs per inning, and team C had 30 runs against in 21 innings: 30/21 = 1.429 runs per inning, then team C advances to the semi-finals because of their lower ratio. Ratios are calculated based on ALL games played during round robin play.
    3. Ratio of number of runs scored per offensive inning (highest ratio advances) – Calculated in similar manner as (b) – runs for divided by total offensive innings played. Ratios are calculated based on ALL games played during round robin play.
    4. Best won/loss record against highest non-tied team – The team with the best won/loss record against the highest placed team not in the tie, followed by a comparison to the next placed team, etc. will place higher in the standings.
  1. PITCHING
    1. All BC (Minor) Baseball pitching and pitch count rules are in effect. See Rule 24.
    2. No balk pitches are called.
  1. AWARDS
    1. Trophies awarded to 1st place teams in each division and medals to 2nd place teams in each division.
    2. MVP medal and Jay Piggot Spirit award awarded to 1 player from each team per game.
    3. Coaches decide which player from their own team will be awarded the MVP medal and Jay Piggot Spirit awards.
    4. A player may not receive more than 1 MVP medal during the tournament.
  1. OFFICIAL SCORE KEEPERS AND PITCHING RECORDS
    1. The home team’s scorekeeper will be considered the official scorekeeper.
    2. The home scorekeeper will also be responsible for recording the number of pitches pitched by each pitcher from both teams – coaches must sign the pitch count record form after each game is completed.
    3. The home team scorekeeper will be responsible for promptly providing the final score and pitch count record forms to the tournament officials after each game.
  1. PROTESTS

Protests are not allowed. Tournament officials have the final say and any disputed situation must be dealt with before the game continues. If a tournament official is not available, the plate umpire has final say on a disputed situation.
